Legislative Recap – 5/21/2021

Welcome to the Recap of Legislative Week 16!  The Second House Passage means that most of our bills have already been heard by committee or will be heard by committee next week.  The next step is to get our remaining bills to the Governor’s desk to be signed. 

SB50 limits how law enforcement can use no-knock warrants but has to go through a special process of being amended in the second house and then go back to the first house for approval of the amendments.  If both houses concur, then the bill will continue to the Governor’s desk.  If they do not agree, a Conference Committee will occur where they will go over the bill and change it until both houses are in agreement.  

Other amended bills include: AB195 (English Language Learner Bill of Rights), which will return to the Assembly with amendments before continuing on to the governor’s desk.  AB141 (protections against Covid-related evictions) has been passed out of the House.  AB116 (decriminalizing traffic tickets) will be introduced to the Senate soon.  

A bill just introduced yesterday, “The Eviction Glide Path” addresses the coming eviction moratorium that will be lifted is AB486.  It streamlines the rental assistance program for both landlords and renters, so that those who need assistance will receive it.  A summary eviction will automatically go to mediation in order for tenants to keep their homes.             

We have 10 days left in this Legislative Session!  Next week is the final full week of the Legislator, so a lot will be happening!  Most of the work will be done in this final week: any remaining bills that have been held up  will be processed in the next 10 days.
